The U.S. Environmental Protection Agency’s Regional Administrator Jared Blumenfeld announced a record $1.6 billion in Clean Water Act State Revolving Funds — the largest single block of financing ever issued — to upgrade the Sacramento Regional Wastewater Treatment Plant.
